History Of Karnataka State Bioenergy Development Board

While there were several developmental efforts with regard to alternate energy in Karnataka in the past three decades, the formation of Task Force on Bio-fuel in 2008 is undoubtedly a turning point and has resulted in convergence & better coordination of efforts for bio-fuel development in Karnataka. The initial thrust of the Task Force was to quickly finalize the Karnataka Bio-fuel Policy that could have a great impact on bio-fuel development in Karnataka. As a result, the new Karnataka Bio-fuel Policy was announced in March, 2009 and has been well received.

The Task Force also took several initiatives to accelerate the production of feedstock in the state while simultaneously creating small but visible infra-structure that could induce faith amongst stakeholders in this new era of bio-fuel development. The Task force has paid good dividends as there is already a renewed interest in bio-fuel business in Karnataka. The policy and the new initiatives have also generated considerable interest in rest of India and even in other developing nations as is evidenced by the communications being received by the Task Force.

The concerted efforts of the Task Force have resulted in planting of 3 Crore saplings of TBO species since its inception. The Bio-fuel Park at Hassan has received recognition as a novel project which can be emulated. MGIRED at Jakkur near Bangalore also has played a pioneering role by its studies & pilot plant scale facilities. In addition, six demonstration units for biodiesel production have been commissioned which would act as nuclei of development of this sector. With the announcement of the formation of the Karnataka Bio-fuel Development Board, these activities can only go faster and better.

 

Objectives Of KSBDB

KSBDB shall act as an independent autonomous body with the following objectives:-

  1. To plan, promote, organize, implement, monitor and evaluate schemes, projects, activities, etc., for bio-fuel development in the State. 
  1. Achieving energy self-reliance and fuel security by progressive use of renewable energy through harnessing potential of the State in bio-fuels without affecting the food security.
  1. Reducing the import bill or oil for the country.
  1. To achieve 10% blending of Bio-fuel with Petrol / Diesel by the year 2017 and above 1-% beyond 2017. 
  1. Reducing of toxic emissions and reduction of green house gas emission through partial substitution of fossil fuels with bio-fuels. 
  1. Earning carbon credits and promote trading in Certified Emission Reductions. 
  1. Increasing rural income and women empowerment by generating rural employment. 
  1. Contributing to the social and economic development of rural and urban areas. 
  1. Facilitating coordination of the work of different departments, farmers, NGOs and private agencies dealing in various aspects of bio-fuels. 
  1. Synchronizing all other policies and programmes of the State as well as the Government of India and other Funding Agencies which have direct or indirect bearing on harnessing bio-fuel potential of the State. 
  1. To encourage and support research and development activities for bio-fuel development in the State. 
  1. Designing and operating bio-fuel projects under appropriate comprehensive, transparent, consultative and participatory processes that involve all relevant stakeholders. 
  1. To take-up plant propagation and distribution of various species of bio-fuel seedlings for the benefit of farmers so that farmers derive greater benefits. 
  1. To sponsor and organize workshops, seminars, exchange visits and experience sharing regarding bio-fuel development. 
  1. To publish journals, documents and other relevant literature in any manner as may be considered desirable in furtherance of the objectives. 
  1. To appoint requisite staff. 
  1. To mobilize funds from various sources such as self-generation, State Government/Central Government and their agencies, Banks, International Funding Agencies, Private Sector, etc., as donation, grant, aid, loan, equity participation, goodwill, subsidy etc., for meeting the objectives. 
  1. To acquire, undertake or enter into any arrangement to meet the objectives. 
  1. To facilitate contract framings, by encouraging private entrepreneurs to set up processing units and the farmers with vacant land to be garnered around the enterprise. 
  1. To undertake enumeration of waste land / marginal land available in the States with Forest and Revenue Departments and notify the same at the District, Taluk and Hobli levels. 
  1. To do all such acts and things as the Society may consider necessary, conductive or incidental, directly or indirectly, to the attainment and enlargement of the aforesaid objectives or any of them

 

Vision

To create an enabling environment for harnessing the optimal and sustainable utilization of the complete potential of RE sources of energy with special focus like bio-fuel resources of the state of Karnataka.

 

Mission

To pool, allocate and earmark funds under different departments for existing/new programmes executed under the umbrella of the KSBDB. The KSBDB will be competent to issue orders/sanctions in pursuance of decisions on bio-fuels; such orders shall be deemed to be the order of the Government in the respective Departments under whose jurisdiction the subjects fall. Constituting committees and sub-committees to identifying, implementing and monitoring all activities related to bio-fuel development. Mission includes research, development, planning, execution, consultation, documentation and dissemination of information. To engage consultants and subcontract works for specific tasks and projects and to act as empowered agency to overcome any impediments from achieving the goals of the KSBDB.

 

KSBDB Structure and functions

Karnataka State Bioenergy Development Board: Under takes planning and implementation for over all development of bioenergy in the State. To create conducive atmosphere for the growth of biofuel sector, planning implementation  of annual action plan, organising required budget  from the government, biofuel plantation in association with other departments development of nurseries for quality planting material, subsidies, incentives, taxation issues and also ethanol related programmes.
